As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice.

Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

Part 1: Legislation Comparison Grid

Based on the health-related bill (proposed, not enacted) you selected, complete the Legislation Comparison Grid Template. Be sure to address the following:

Determine the legislative intent of the bill you have reviewed.

Identify the proponents/opponents of the bill.

Identify the target populations addressed by the bill.

Where in the process is the bill currently? Is it in hearings or committees?

Part 2: Legislation Testimony/Advocacy Statement

Based on the health-related bill you selected, develop a 1- to 2-page Legislation Testimony/Advocacy Statement that addresses the following:

Describe how you would address the opponent to your position. Be specific and provide examples.

Recommend at least one amendment to the bill in support of your position.

Introduction

The Legislation Comparison Grid is a powerful way to compare legislation. It allows you to see how bills and resolutions compare side by side, which can help you determine if your organization should support or oppose a given bill.

You can use a comparison grid to organize your information. A good grid has headers and subheaders, so that it’s easy for readers to navigate. The grid should also be organized in such a way that makes sense to the reader. It should be easy for them to follow along and understand what you’re saying, even if they haven’t read other materials related to the topic at hand.

A comparison chart is great for comparing similar topics quickly and easily; however, if you’re looking for the best possible option available then consider using an outline instead! An outline will allow you more flexibility when writing since there are no rules about how long each paragraph needs be (although some prefer shorter paragraphs).

Testimony/Advocacy Statement

Testimony/advocacy statements are statements presented to a legislative body or other official group, such as a board or commission, in which the witness states his or her personal opinions, reasons, observations and experiences relevant to the matter being discussed. In this course you’ll learn how to prepare your own testimony/advocacy statement.

You will also be asked to write an effective testimony/advocacy statement based on one of the topics covered in class (e.g., “What is role of government?”). Your goal is for this document both:

  • To match your objective for taking this course;

  • To provide insight into your thoughts on the issue at hand; and

  • To be clear enough so that someone reading it could understand what you’re saying without needing any additional information about who you are or what kind of work experience you have (you don’t need much background at all).
