1) It has been observed that the military culture and civilian emergency response culture may not be highly compatible. What should be the Department of Defense’s (including the Army, Air Force, Marine Corps, Navy, and Space Force) role in emergency response and how should its efforts be controlled? Does the role of the Army and Air National Guard differ in disaster and crisis management than the rest of the Department of Defense? If so, how? What role does the US Coast Guard, also one of the armed forces, have in disaster and crisis responses that may or may not differ from the Department of Defense? What role does, or should, NIMS/ICS have in integrating the armed forces into disaster and crisis response?
2) Describe the role of the United Nations and its subordinate organizations in disaster management. What are its strengths over unilateral offers of assistance? What is the purpose of the CERF? Why doesn’t the US contribute more?
