Your readings this week (Chapters 1–4) trace the evolution of the U.S. approach to critical infrastructure protection (CIP)—from foundational concepts of risk, threat, vulnerability, and resilience (Chapter 1), through the post-9/11 federal pivot under Bush 43 (Chapter 2), into the differing policy emphases of the Obama, Trump 45, and Biden administrations (Chapter 3), and finally the expanded role of DHS and CISA today (Chapter 4).

Now, in the early months of the Trump 47 administration, a number of Executive Orders and Presidential Memoranda have been issued targeting key sectors of U.S. infrastructure. I’ve assigned each of you one of these Presidential directives, in order to educate the rest of the class on the first 100 days (plus) of the new administration. Note: I will assign your EO/Memorandum via response to the email you sent me as directed in the last announcement.

Your task:

Briefly describe your assigned Trump 47 EO or Memo:

– What sector(s) does it affect?

– What action or policy change does it direct?

– What threat(s) or vulnerabilities does it prioritize—cyber, physical, economic, geopolitical, etc.?

Then, turning to Chapters 2-4, and including your assigned directive, compare and contrast how different Administrations approach CIP:

– How does each administration define or prioritize “critical infrastructure”?

– What tools or frameworks were emphasized—public-private partnerships, regulatory oversight, resilience-building, cyber deterrence, or interagency coordination?
– How does your assigned directive fit within the broader evolution of U.S. CIP policy?
